Achieving integrated natural resource management fundamentally needs effective and coordinatedrelationship, collaboration, and synergy among various actors who have common but differentresponsibilities. In this sense, the foundation of comprehensive and integrated management is notcompatible with centralization and top-down strategies. The aim of this paper is analysis of networkand organizational cohesion of natural resources stakeholders in Semnan province. In this study,relations of existing organizations within the network have been investigated based on interorganizationalinformation transfer and collaboration through social network analysis method andapplying macro-level and middle indexes of institutional network including; the network size,density, ties reciprocity, and centralization at macro-level and core-periphery index at middle level.Policy monitoring emphasized in present paper’s title refers to this question that how successfullynatural resource integrated management policies have been realized at least within the fourth andfifth development programs. Therefore, present study is an attempt to address this questionquantitatively and relying on the results of indexes of structural analysis of natural resourcestakeholders’ network in the pilot area. The results of this study indicate that institutional cohesionis 40 percent (poor) and sustainability of institutional network based on reciprocity is about 47percent (medium). Additionally the core-periphery index showed that the density of institutionalnetwork of Semnan province in core actors’ subgroup is 77 percent and in periphery actors’subgroup is 25 percent. Research findings identify existing capacities for applyin integrated naturalresources management and reveal the necessity of reducing network centralization andstrengthening the relationship among various stakeholders of this section.

Abstract In this study the effects and costs of application of two kinds of super absorbent polymer on the establishment and surviving of seedlings was investigated. Experiments were done in the field and on two kind of soil with different salinity (EC: 4.5 and 8 dsm-1). The results showed: the establishment rate of seedling in control was about 40 percent. The percentage of seedling establishment in the hydrogel treatments significantly increased and statistically is equal to the optimal surviving of the seedling (80%). Soil salinity on seedling establishment in the same treatments did not produce significant differences. The results were compared with a similar project to determine the costs and benefits. Based on the results a 30 percent reduction in water usage per round and 33 to 50 percent reduction in the number of irrigation replicate were recorded. The costs in compare to the normal project varied from -2 to 29 percent respectively for treatment Herbosorb® 0.5% and Aquasorb 1%. The treatments Herbosorb® and Aquasorb with usage level of 0.5% caused about 2.5 percent for each one percent increasing in the cost. There is no significant increase in the percentage of seedling survival by using 1% super-absorbent compared to 0.5 percent.

Insurance industry is one of the effective factors of developing sustainable agriculture. Natural resources that are more pone to influence than other phenomenon such as: Drought, there are limited areas under insurance. From 86.4 million hectares of country Ranges, there are nearly 3 million hectares under insurance. Semnan province are compared to other areas has more Range insured. Therefore, in this research effective factors in accepting Range insurance by Semnanian's livestock have been investigated. This research is experimental and applied in the purpose also collected information and documents library. Desired statistical community is all Range man in the Semnan. Among this number of 147 persons using a random sampling as a statistical sample was selected for the 75 samples insurance range men receiver and 72 samples of range men were incompliant insurance. Logit model estimated results show that the class extension, the amount of range feed production, and to borrow the amount preserve and income are efficacious and the number of cattle is negative and significant in the acceptance of ranges insurance.
