ارزیابی اثرات طرح‌های مرتعداری بر سرمایه‌های اجتماعی بهره‌برداران روستایی شهرستان ماهنشان

چکیده

ارزیابی طرح­های مرتعداری به سیاست­گذاران و برنامه­ریزان کمک نموده از ابعاد مختلف زیست محیطی، اجتماعی، انسانی و اقتصادی تأثیر آن‌ها را دریابند. هدف پژوهش حاضر، بررسی اثرات طرح­های مرتعداری بر سرمایه­های اجتماعی معیشت خانوارهای روستایی شهرستان ماهنشان از دیدگاه بهره­برداران روستایی بود. با استفاده از یک روش پیمایشی، شاخص­های ارزیابی در دو زمان قبل و پس از اجرای طرح­ها مورد بررسی قرار گرفتند. با کمک روش نمونه­گیری تصادفی چند­مرحله­ای، نمونه­ای متشکل از 204 خانوار از جامعه آماری 1280 خانوار بهره­بردار این شهرستان انتخاب شدند و داده­ها با استفاده از پرسشنامه و تکنیک مصاحبه ساختاریافته گردآوری شدند. نتایج نشان داد، از نظر بهره­برداران، اجرای پروژه­ها در افزایش روابط و مشارکت­ها و هنجارهای اجتماعی برای اقدامات گروهی تأثیر قابل توجهی داشته و بر کاهش مهاجرت، افزایش فرصت شغلی و مشارکت در تصمیم­گیری­ها در حد کمی مؤثر بوده­اند. با این وجود، این پروژه­ها در ایجاد یا تقویت تشکل­های مردم نهاد روستا تأثیر نداشته­اند. بنابراین لازم است در برنامه­ریزی پروژه­های مرتعداری به تقویت تأثیرگذاری و نهادسازی اجتماعی آن‌ها توجه بیشتری صورت گیرد.
